The outlet or store needs to be authorized by the local authorities. For example, in the united states, the outlet has to be licensed by the USDA’s SNAP scheme. Of course, many cash rewards and benefits can be witnessed by the recipient. If required, they can even avail cashback offers at participating in automated teller machines.
